Colony may provide for the elections of members of the Legislative Council" which the Legal Counsellor wishes to retain, will still be

appropriate in the light of changes in the

composition of LegCo. Article VI(1) of the

principal Letters Patent, when amended, will provide that LegCo shall consist entirely of members elected in accordance with laws in that

behalf.

The wording suggested by the

Counsellor could, however, be construed to mean

there can be an element of discretion as to

whether the domestic legislation is to provide for elected membership. Adoption of the wording in

our draft would, we believe, put the matter beyond

doubt.
