MR GOODLAD'S VISIT TO HONG KONG

1. Many thanks. We have consulted Mr Goodlad. There are a couple of points which you might like to take into account in drawing up a programme.

2. First, a theme for the visit. Although this will be a short visit and much of the time will be spent considering the way forward on the main electoral issues, we believe that in terms of public presentation there is advantage in having a unifying theme. We wonder whether ''transport'' might provide such a theme for this visit. That might provide a peg for a couple of visits/briefings, eg to the site of the new airport which Mr. Goodlad has not visited for over a year. The port, safety at Kai Tak or the Railway Development Study are other possibilities.

3. Second, handling members of LegCo. Since there is no question of a traditional session in the LegCo chamber, we wonder whether the Governor might invite a selection of LegCo members who were in Hong Kong at the time for a drink at Government House? This might, of course, produce complaints from those who were not invited. That would at least be a change of tune from talk of boycotts etc. It could follow an informal session with ExCo at GH. The Minister is happy to leave this to the Governor's judgement.

4.

It would be very helpful to have a brief scene-setting telegram including points on the economy before the Christmas break.
