ready: one on the 1992 package, the other on the 1993

CAB are already liaising with AGC to this end.
The
"1992 Bill" should be ready shortly after the New Year;
drafting instructions for the "1993 Bill" will be issued in early January 1994 with a view to finalizing the draft bill
by mid-February.
