Governor Patten has deliberately raised the status of Legco in a bid to create a "three-legged stool" situation to confront China and, at the same time, has built up his political assets. He has been trying to widen the power of Legco by pushing it to the forefront in the administration of HK and to influence the political situation so as to force China to give way.
