4. Having consulted Mr Goodlad, we have given the Governor a number of mostly minor comments on language and presentation designed to deny the Chinese sticks to beat us with.
Sir R McLaren has commented along similar lines. I will fax to
received you in New York on 30 September the latest version of the key
passages in the speech. Realistically, whatever adjustments are made, the Chinese side will mount a propaganda attack. To ensure that our case gets across, we are arranging to distribute copies of the speech, with a brief "Dear Colleague" letter from Mr Goodlad, to interested MPS and Peers.
