HONG KONG: MARKETING THE GOVERNOR'S ADDRESS TO LEGCO

The Minister has seen your submission of 29 September. He agrees that it is a good idea that he should write a short "Dear Colleague" letter to inform Parliamentarians about the Government's forthcoming address to Legco. He thinks, however, that 30 or so MPs and Peers is on the low side. has also commented that it would be helpful if some copies of the letter were available in Blackpool as well as going directly to addressees.
