HONG KONG: LETTER TO SELECTED PARLIAMENTARY COLLEAGUES ON THE

GOVERNOR'S LEGCO ADDRESS

1. I submit a self-explanatory draft "Dear Colleague" letter from Mr Goodlad to those MPs and Peers who take a close interest in the Hong Kong problem. The purpose of the letter is to brief them on the Governor's LegCo address and to keep channels of communication open for the lobbying that is likely to be necessary in the Autumn. We will have copies of the Governor's address from Hong Kong in time for the letter to be distributed on Wednesday 6 October. The text of the draft letter has been agreed with the Governor. The attached distribution list

reflects consultation with Mr Yaxley.

I propose to equip the Special Advisers in Blackpool with a few spare copies of the letter and the Governor's speech.
