We believe that it would be best if HKG were to draft a speaking note for Sir R McLaren, so that this can follow closely what you have said publicly on the issue. Subject to your views, we suggest that it would be worth including the following themes:

The Panel's discussions will not be part of the Legislative process. The status of the Bill remains as it was, i.e. not introduced to LegCo.

- The Administration played no part in the Panel's decision: but equally had no power to prevent it. The Panel will be doing no more than discussing information already in the public domain. Its conclusions will not be binding on the Administration.
