Draft Supplementary Q & A Briefing

Why did you decide to gazette now? Surely this
risks damaging the prospect of talks
Explained last week that wanted to make every
effort to reach an agreement on talks and to ensure they got off to the best possible start. We hoped that agreement was close at hand hence our decision to postpone gazettal for the fourth time last Friday.
But made clear then that could not agree to
delay gazettal indefinitely since legislation needs to be passed this session.
It became clear this week that the points of disagreement which we hoped would be quickly
resolved remained.
So decided that could not delay gazettal any
further.
Our position on talking however has not changed. We remain ready to do so without preconditions. The fact of gazettal makes no
difference to this.
