Preparation/legislation for the first SAR Legislative

Council. Various commentators have pointed out that what exactly this will mean will depend on whether

there are talks with us which reach a successful

outcome and/or on the package eventually passed by

Legco.

Preparation for the first SAR Government. Nothing

very definite has been said about this, but there has been speculation that China will judge whether senior

HKG officials can remain in office after 1997 on the

basis of their attitude towards China in the interim.

Some NPC and CPPCC members and Hong Kong Affairs

Advisers will no doubt lobby for jobs for themselves.

There is even the possibility that in 1997 China might

appoint to senior positions some of its own officials if they qualify as permanent residents of the SAR. But whether such a sensitive area as personnel will be

entrusted to the organ must be questionable. It is

more likely that it would look at the mechanical aspects of establishing the first SAR Government.

that the Court of Final Appeal cannot now be

established before 1997. The organ should draft the

law for its establishment after 1997. In November
