Report on Questionnaire on Constitutional Reforms
Of the 40 Members of the Urban Council, 22 (55%) returned the questionnaire. They consisted of:

The results show Members opinions as follow:

(72.7%) consider that the Patten Package breaches
one or more of the following: the Joint Declaration,
the Basic Law, the agreements made in 1990. (13% disagreed and 13 % were unsure)

18 (88%) disagree with removing all Appointed

Members from the Municipal Councils.
(13.6 % agreed with removing them and 4'6 % were unsure)

Members from District Boards.

20 (90·9%) disagreed with the Patten Plan for the
composition of the Election Committee.
(4·6% agreed with the plan and 4·6% were unsure)
18 (88%) considered the proposed Functional
Constituencies are NOT in line with the original purpose
of the present Functional Constituenċies.
