Mr K. K. Fung: Mr President, in the reply of the secretary it is said that before the formal talks the government has decided to delay the want to know whether the government has a baseline, how yapotting long can the delay last?

SCA: Mr President, it has always been our aim to gazette the bills as early as possible. Certainly, by the end of February if we could. Were we to go beyond that date, there would have to be a very good reason for doing so. It would have to be for reasons which would be well understood by the Legislative Council and by the community.

Dr Yeung Sum: Thank you, Mr President. Now if negotiation is re- opened between the two governments, will the government inform this council how can the Governor ensure that the result will be open and acceptable to the people of Hong Kong?

SCA: Mr President, I thank Dr Yeung Sum for reminding us guiding principles for those talks. We shall certainly approach those talks if they come about with those principles firmly in mind. As I have said, we have the benefit of a number of debates in this council and the various information and views that we have gathered and I think the administration will have to take a judgement as to whether any understanding that could be reached at
