Question: Government has earlier indicated that the bills on the 1994/95 elections would be gazetted and introduced into this Council before the end of February this year. Will the Administration inform this Council whether
of there is any change to the target; if so, reasons for this change?

Reply:
Diplomatic contacts between the British and Chinese
governments have continued over recent weeks. We have continued
to make clear that we are ready for talk at any time and without
any pre-conditions in an effort to reach an understanding on the
arrangements for the 1994-95 elections. We hope that formal
talks between the two sides can soon begin. In order to help
this process the Governor on the advice of the Executive Council
has deferred so far the gazetting of the bill on the arrangements
for the 1994-95 elections, other than the Boundary and Election
Commission Bill. We do recognise that the current uncertain
situation Caumoi be allowed to continue for much longer and that
we will need to gazette the bill if a decision on talks cannot be
reached imminently.
