No secret deals. If talks began, we would of course

recommend any understandings reached between the two

sides to the Legislative Council. It would be for

this Council to enact legislation for the 1994/95

elections, This constitutional reality alone means

that there could be no repeat no

understandings with the Chinese side.

How could you reach agreement with China and retain liberal

support?

Legislation will need to be passed by this Council.

Hope this will be done with the widest possible

support, including liberal members. Our objective in

talks would be to reach an understanding which is

open, fair and acceptable to the people of Hong Kong.

I sincerely hope that any agreement which met those

criteria would be acceptable to a broad cross-section

of opinion in this Council and the community.
