Already have had the benefit of LegCo Members' views as expressed in debates and in contribution
will continue to keep in touch to compendium. with political groups and individual LegCo Membera in the weeks ahead.
Judgement of what is likely to be acceptable will be one for me and Hong Kong Government to take. But since it will he for LegCo to enact precioc electoral arrangements for 1994/95, you will be in an excellent position to let us know if you consider that we have got that judgement wrong.

You said that you would never accept pre-conditions for talks. Why have you now done so?

I have not accepted any pre-conditions. matter of fat:l and commonsense that any talko muot have as their starting puint agreements and understandings previously reached by the two Bidco. Since I have consistently made clear my belief that my proposals are fully consistent with these agreements and understandings, and with the Baniu Law, I am more thaq content for talks to proceed on this basis. -
