Our Guidance telnos 9 and 16 covered the first four rounds of talks in Peking about the 1994/95 election arrangements for Hong Kong. Since then we have held a further three rounds and the Secretary of State discussed the position with Chinese Foreign Minister in Peking on 8-9 July on his way back from the G7 Summit in Tokyo.

2. The content of the talks remain confidential, but the Secretary of State has indicated in press briefing the main areas on which we think the negotiations need to focus (para 4(i)). You may draw on paras 3-4 below in response to questions from your host government or from the media.

The Governor met the Prime Minister and other Minister's colleagues at the beginning of this month to take stock of progress made after 6 rounds of talks. At the Governor's suggestion, it was agreed that enough progress had
