The Governor's annual address to LegCo on 6 October. The Governor plans to give some account of where the negotiations stand, explain once again the principles involved: underline the importance of the through train: without sounding as if we consider breakdown to be inevitable, indicate that the talks will have to be concluded in a matter of weeks rather than months.
We will need to see during further rounds of the talks in October whether the Chinese are willing to negotiate seriously in the remaining time. The Governor's visit to London in early November might provide a good opportunity for a further meeting of OPD(K) to consider the end-game. Alternatively, an earlier Ministerial discussion may be necessary.
If you agree, the Cabinet Office might identify suitable alternative dates in mid/late October or early/mid November.
