I am writing to reflect my worries and concerns about developments in the colony and what I expect of the British of this month Government. I saw Governor Chris Patten on 14th and communicated these concerns to him.
On 6th October, Mr Patten will deliver his second annual policy address to the Legislative Council. Chances are he will come empty-handed, as there are no signs that Britain and China will reach agreement on constitutional arrangements for 1994 and 1995.
It has been almost one year since the Governor unveiled his political reform package. This was followed by months of difficult, acrimonious and fruitless negotiations with Peking.
At the beginning of this year, you said the days are gone when Britain and China could decide the future of Hong Kong by secret negotiations. In spite of what you said, Hong Kong people and their elected representatives continued to play no part in the talks on their future. We could only observe in frustration and anger as the British and Chinese sides traded insults and recriminations. This state of affairs unacceptable and deplorable.

In his policy address next month, the Governor should tell Hong Kong people what has been discussed in the talks including counter proposals that have been put forward by both sides and the reasons for doing so.
From leaks in the news media, we learnt the Chinese side has put forward functional constituency proposals which include China-based enterprises, kai fong associations and insurance industry.
