TRAINING FOR TRANSITION

A smooth transfer of sovereignty in 1997 involves a major effort to prepare the civil service for transition.

This requires development of the knowledge, understanding and the skills required to work effectively with China. Specialised short courses to familiarise civil servants with

China's systems and current issues are a standard feature of the Government's training activities. we started a highly

successful sponsored visit programme in 1984,

involving

exchange visits between senior Chinese and Hong Kong

Government officials.

In

July of this year, we began the Chinese Studies Course in Peking for senior staff. By

Administrative Service and directorate-level

1997, all our

officers should

have participated in

formal

course of some kind related to the transition.
