HONG KONG: TALKS WITH CHINA ABOUT ELECTORAL ARRANGEMENTS

INTRODUCTION

1.

Guidance telno 9 covered the first two rounds of talks on Hong Kong's electoral arrangements. The third and fourth rounds were held in Peking on 21-23 and 28-29 May. The next round will be held in Peking on 14-16 June. The substance of the talks remains confidential. We would not therefore want you to initiate discussion with your host government, but if questioned you should continue to draw on paras 2-3 of Guidance 9, which are still valid, and the additional points below (Unclassified).

2. i) Are the talks making progress?

We are dealing with concrete electoral issues. There is still a Lot of ground to cover, but both sides have said they want to reach an early and successful conclusion.

(11) Are you still intending to introduce the Governor's proposals into the Legislative Council (LegCo) in July?

We have not set any specific deadlines. But equally there is not unlimited time. The community in Hong Kong are keen to see early results from the talks. That is what we are working for.
