I am grateful for the Ambassador's views in TUR. I would just add three points.

The first is a point of clarification on para 3 of TUR. could only of course accept a first stage deal if it included Chinese agreement to the single-seat, single-vote voting method for LegCo elections. I agree with Sir Robin that he should press hard for a response on this before OPD (K) even though the chances of securing this may be slight.

The second point is that I accept that we will need to make a move on the Fourth Sector of the, Election Committee if we are to hope to achieve a deal but the exact nature of that move will need further discussions, not least at OPD (K). Whatever proposal we do make must include an element of election for CPPCC and NPC members.

Third, if we are to make a substantive move on the Election Committee, we cannot at the same time contemplate a substantive

on the Functional Constituencies. That would make our public position indefensible. This does not mean that some shifting of our FC position at the margin would be impossible if we were in end-game negotiations. But I should make clear now that any further significant concessions in this area would not be on.
