PARTICIPATION BY HKG REPRESENTATIVES

Joint announcement as originally proposed by Chinese side

(attached). We would tell the Chinese side that if asked, we

would say unilaterally in public:

"It is our understanding that both sides accept

that Hong Kong Government officials should have the same role as in previous discussions between

the two sides."
