(iii) We are working on the basis set out in the Basic Law because we want to achieve continuity beyond 1997. An essential aspect of this is the so-called through train ie that there should be clear and objective criteria for members of the Legislative Council elected in 1995 to remain members of the Legislature through 1997 for their full 4-year term.

4. (i) What is the deadline now for reaching agreement?
We are not setting any deadlines. But time is not unlimited. Legislation needs to be put in place and practical arrangements made in good time for the elections due in 1994 and
1995.
(ii)
Are you prepared to make compromises/water down the Governor's proposals?
- We are negotiating with the aim of reaching an agreement. The essential elements from our point of view are the principles of openness, fairness and acceptability to Hong Kong people.
(111) If you cannot reach agreement will you go ahead unilaterally and put the Governor's proposals to LegCo?
At the end of the day election arrangements must be made and the necessary Legislation must be passed by the Legislative Council. The drafting of the legislation will depend on the outcome of the negotiations.
