package would be supported only by UDHK. Indeed, it might not make any difference whether we presented LegCo with our package or a revised
package as
LegCo would most probably agree to a modified package eventually. On the question
whether LegCo would vote for us to go back to
the Chinese, the meeting agreed that the Chinese
would not want to re-open talks in those
circumstances and afterall, there would be no
time for it by then.
SCA said
that if we introduced legislation on a revised
package, UDHK might support the lowering of
voting age but not the revised EC and FCs. It
would thus be important for us to be able to
dilute the criticism by UDHK to a level
acceptable to the international community.
