Constitutional Development

The Prime Minister approved the text of the Foreign Secretary's message to the Chinese Foreign Minister forewarning him that the Governor planned to publish draft legislation on his

electoral proposals on 12 February.

As the Foreign Secretary mentioned at Cabinet, the Chinese

Foreign Minister has now responded.

Hong Kong will be discussing the next steps with the Governor,

and with ExCo on 16 February. The Foreign Secretary's initial

conclusions are that:

This is a moderately encouraging development,
