PROBLEM

Advice to the Prime Minister, and initial thoughts for Hong Kong, on the way forward in the light of the message from

the Chinese Foreign Minister.

RECOMMENDATION

2. (a) That we should up-date the Prime Minister and set out

some initial conclusions. I submit a draft PS letter to

No 10.

(b) That we should draw on this submission to send Hong Kong a telegram as an input to their thinking in advance of discussions with ExCo on 16 February.
