1. As I mentioned in our telegram number 289, I have produced the attached draft paper which is intended to serve as a basis for discussion at the Secretary of State's meeting with the Governor on 16 April.

I should be grateful for any comments from you and other addressees. I aim to put the paper to Mr Goodlad before his departure for Singapore on 31 March, and then to the Secretary of State before his departure for Japan on 1 April. It would therefore be very helpful to have comments by 0900Z on 31 March at the latest.
