Hong Kong: Discussion Paper
Thank you for your letter of 29 March.
The Governor and others in HKG have three
general comments on your paper:
It needs to bring out clearly what the through train means (ie. people as well as structures), the difficulty in securing it through talks
3.
We very much doubt that talks in themselves would ameliorate the eventual Chinese response to whatever package Legco passes. On the contrary we think that the fallout if talks failed would be more serious than the fallout from the failure of talks about talks.
For these two reasons, we do not think that the balance of advantage lies in having talks, although we have to take into account the community's desire for them.
with these points in mind, we have the following specific suggestions on the paper:
