9. Our ruminations here have also turned up one other possible

model for consideration. This would also involve sticking as

closely as possible to the BL model. It is in some ways a variant of your option (d). But instead of dividing up the entire working population into broad occupational groups, it would use organisations and corporate bodies grouped into the

same BL categories. They would then elect members of the

Election Committee through a separate electoral process. enclose a minute by Shelagh Brooks fleshing out this idea. I can see problems with it. For example, it would involve the Government in a process of defining organisations and corporate

bodies. It would also involve a further set of elections, with

its own electoral role and voting arrangements. But if we are looking for BL-compatible models, it is worth bearing in mind.

12. In conclusion, I should emphasise again that we in London are not advocating changes along these lines. But if there is to be further thought in ExCo about amendments (or discussions with

the Chinese before final decisions are taken in ExCo) you may

find it useful to have these thoughts on record.
