list all registered electors under each sector on, for example, an alphabetical order, and divide the total number of seats in that sector evenly to groups of electors in alphabetical order. Thus, for example, all the registered electors under the "Labour, social services, religious and other sectors" component in para. 6(c) above would be listed in alphabetical order.
The total number of seats (200) for that sector is then divided by the total number of registered electors to arrive at seat/registered population ratio. Suppose the seat/population ratio thus arrived at is 1 seat per 5,000 registered electors, the first 5,000 electors, on the alphabetical list will elect one representative to the EC, and so on.

There is
no absolutely fair method to divide the large number of seats amongst the various groups; something rough and ready, but the least objectionable or divisive can be devised.

The method of registration of the 2.7 million working population of Hong Kong under the `appropriate occupational groups will also require further consideration. However, the difficulties should be no greater than registering the same number of workers for the 9 new functional constituency seats covering the entire economic spectrum of Hong Kong. Election will have to take place either simultaneously with or separate from the geographical constituency elections.
The District Board Component of the EC

Under the current
proposals, there should be about 338 directly elected District Board members. Even if no other groups are included in this fourth component of the EC, some form of election within the group is needed to reduce the number down to 200 to fit precisely into the numbers envisaged in the Basic Law (200).
It is however for consideration whether the precise number prescribed in BL Annex I must be followed.

Other than district board members, BL Annex I also lists the following groups for this sector :
(a) Legco members (50)
It is arguable whether one group of Legco members should be given a vote to elect another group of Legco members.
