the census methods of classifying the economically active population. In an adapted form, it forms the basis of the General Occupational Class part of the British Nationality Scheme. This form of classification is better suited for adaptation to the three-sectoral component concept (of Annex I of the Basic Law) than the classification of the working population by economic sectors (e.g. primary production, manufacturing, tertiary sector, etc). It would make the first 3 sectoral components as representative of Hong Kong people engaged in these three sectors as possible, but without directly duplicating the relevant functional constituencies. It should be noted, however that this is not
the sort of election committee envisaged in Annex I to the Basic Law read in its entirety, which envisages corporate bodies/organizations forming the constituent parts of each of the four sectoral components.
