and any such vacancy shall be filled at the next

following election ("the relevant election") to

be held to elect all the elected Members of the

Legislative Council in respect of the election

committee constituency or at an election held in

lieu thereof if such relevant election for the

election committee constituency concerned is

countermanded in accordance with regulations

made under section 7 of the Boundary and

Election Commission Ordinance (

of 1993).".

The heading of Part III is amended by adding ", VOTING SYSTEM"

after "FRANCHISE".

Entitlement to vote

Section 12 is amended

(a) in subsection (2), by repealing "functional"; and

(b)

by adding

"(3) Each elector shall be entitled to vote

once and no more at an election."

(1) At every contested election voting at a poll shall be
