Electoral Arrangements 94/95 :
Compendium of Proposals
The Government has today made available
to interested
parties a Compendium of Proposals, which includes 65 written
submissions that the Government has received on the 1994-95 elections
since the Governor described his proposals in his Address
Legislative Council on 7 October last year.

A Government spokesman said copies of the 400-page
Compendium would be sent to Members of the Executive Council and the
Legislative Council. Copies would also be sent to the Municipal
Councils, the District Boards, and the authors of the submissions
which were included in the Compendium.
Copies will also be deposited with District Offices and
public libraries for public inspection after the Chinese New Year.
The spokesman noted that, in his Address, the Governor had
emphasized that he was setting out proposals, not decisions, and he
hoped that they would be the basis for dialogue and debate. "Since
