BACKGROUND AND ARGUMENT

3. The Governor discussed tactics for the ExCo meeting on 2 February with Mr Goodlad on the secure telephone this morning. The Governor said that his preference was to press for a firm

decision at that meeting that his proposals should be tabled

without amendment. Such a decision would need to be announced

immediately otherwise it would leak.

We have now had a telegram from the Governor setting out his thinking, together with drafts of three possible public statements following the ExCo meeting. It turns out that our telno 84 to Hong Kong, which they should have received on 30 January, has not been seen by anyone in Hong Kong. (It was, however, received in Peking, because Sir R McLaren has commented on it.) As a result, the Governor's telegram took no
