I agree that you should take action as soon as possible with the Hong Kong and Macao Affairs Office of the State Council as proposed by the Governor in ExCo.
2. Subject to any views from Hong Kong, you should draw at your discretion on the following points, making clear that you are doing so on instructions:
Ministers are disappointed that we have had no response from the Chinese side following your discussion with Chen Ziying on 14 January. Chen said specifically on that occasion that Lu Ping would let us have China's response to the points you had made.
