The Boundary and Election Commission will have to be set up by mid-1993 at the latest if it is to have sufficient time to prepare for the 1994/95 elections. This is because of the lead time required for the constituency - demarcation process (including public consultation), and the registration of electors. To facilitate the Commission's work, legislative provisions dealing with other elements in the constitutional package should also be in place by mid-1993. For example, the Commission will need to know the number of seats and constituencies for the District Boards and Municipal Councils in order to carry out its task of demarcating such constituencies.
