INTRODUCTION

On 7 October, the Governor announced the following proposals relating to the electoral arrangements for 1994/95 -

(a) lowering of voting age from 21 to 18;

(b) "single seat single vote" voting system for elections in

geographical constituencies;

abolition of appointed seats in District Boards and some increase in the number of elected members;

abolition of appointed seats in the Municipal Councils and some increase in the number of elected members;

establishment of an Election Committee, composed solely or mainly of elected District Board members, to elect ten Legislative Council Members;

creation of nine additional functional constituencies, and expansion of the franchise for the 21 existing functional constituencies; and

establishment of a Boundary and Election Committee to be responsible for the demarcation of geographical constituency boundaries and the administration of elections.
