reinforcing a message from the Secretary of State to Qian through Ministerial contact with Ambassador Ma here. This reflects a thought from the Governor in commenting on an earlier draft of the paper. He thought that, at a time when the Chinese were considering their options, it could be very valuable if the Secretary of State were able to give Ma a meal to reinforce his

message to Qian. Rather than commit the Secretary of State to doing this in the OPD (K) paper, we have used a slightly more general formulation. One possibility would be for Mr Goodlad to offer lunch to Ma. The Department could pursue that with him on

his return.
