The fact is,
enterprises of different nationalities can now freely join the various existing economic FCs.
Indeed, we are aware that of the over 950 Chinese
enterprises in Hong Kong, 144 (15%) of them (Appendix) are already registered electors in one or the other
economic FCs.
There are in fact no economic FCS in
which Chinese enterprises are unrepresented.
At the last round, the Chinese side referred to a
number of Chinese enterprises. Can now confirm that Bank of China is a registered elector in the Finance
FC, both
China Resources and China Travel Service are
electors in the First Commercial FC, and China
Products is an elector in the Second Commercial FC.
As for China Merchants, although the holding company is not a registered elector, four of its subsidiaries
(viz. China Merchants Insurance, China Merchants
Hotels, China Merchants International Travel Services,
and China Merchants Steam Navigation) are [See Appendix]. We can see no practical impediments to the holding company becoming an elector if it wants to.

representative bodies of the existing economic FCs have bar on Chinese enterprises joining
them as
Thus any Chinese enterprise which wish to become a registered elector can easily do so by becoming a member of the relevant representative body.
