package, only the 2.7 million working population, rather than all of the 3.7 million eligible electors in geographical constituency elections, will be given a vote in the FCs); and
that we should, insofar as is possible, try to build on some of the sectors which the Chinese side suggested should be given FC seats. However, there is no case to accept the Chinese proposal that the nine new FCs (as with existing FCs) should be based on "one corporation, one vote".
In doing so, however, we have borne in mind the strong advice of Sir Robin McLaren that we should start off by proposing constituencies of substantial size so as to give ourselves flexibility and room for manoeuvre in the subsequent negotiating process.
