VISIT TO LONDON BY MR FREDERICK FUNG AND TWO COLLEAGUES FROM THE

ASSOCIATION FOR DEMOCRACY AND PEOPLE'S LIVELIHOOD (ADPL)

1. Mr Fung and colleagues were due to visit London 22-27 April

and to call on Mr Goodlad in the afternoon of Monday 26 April.

We have just heard that they have now decided to cancel this

visit and possibly to reinstate it sometime in May. Mr Fung intends to write to the Minister to apologise for this rather

late change of plan.

As far as we can gather, the problem seems to be in large part organisational a difficulty in getting their act together. But a complicating factor was the ADPL's wish to meet

the Secretary of State. We had told them early on that Mr Hurd

would be most unlikely to be available on the dates in question. But, having accepted this, they then returned to the charge. were with some difficulty able to offer them a slot on the

afternoon of 27 April, only to find that this was no longer a possible date for them. (They wanted to be back in Hong Kong

for the LegCo session on 28 April).
