Owing to a difference in interpretation of
the relevant provisions, delimitation of sectors in the Election Committee become the bone of contention in the current Sino-British political tussle. According to what the Basic Law stipulates regarding the second term of the Legislative Council in 1999, the Election Committee will be composed of four groupings, namely, the industrial, commercial and financial sector; the professional the labour, social services, religious and other sector and the former political figures. Each of these sectors will elect one hundred members to the Election Committee which, after its formation, will return six Legislative Councillors.
According to the Basic Law, the Chief Executive and top decision maker of the SAR will be selected through the Election Committee. This is where the crux lies. The ADPL opines that if the Chief Executive can be returned by a broad franchise encompassing different strata in a fair and open election, it will be a milestone in the implementation of "Hong Kong people ruling Hong Kong with a high degree of autonomy" principle.. If the composition of the Election Committee formed in 1995 can be made the basis on which the Chief Executive and Legislative Council of the future SAR are returned, it will be significant in two senses.
First, a Chief Executive with mandate from a wide spectrum of society supervision than one selected through consultations
of certain small circles. Second, if continuity can be established for the election system of the future Legislative Council, it will help voters understand and master voting procedures, thereby encouraging more people to participate in democratic elections.
The ADPL therefore proposes that the arrangements for the Election Committee of 1995 should be made with a view to developing a system with a broad franchise covering various strata for the election of the future SAR Chief Executive.
