Specific Proposals on the 1995 Elections

put forward by ADPL

puts forward specific proposals on the 1995 Legislative Council Elections. These proposals, made on the basis of respect for the three constitutional documents, namely, the Sino-British Joint Declaration, the Basic Law and the Bill of Rights, are progressing towards the realization of a political system which the Association has all along been fighting for, i.e, a fair, reasonable and open system with fully geographically based direct elections.

Geographical constituencies direct elections

From the experience of the 1991 elections, and in view of the increase in the number of directly-elected seats in 1995, the Association supports that the 20 directly-elected seats from geographically-based constituencies in 1995 should be returned by means of "single vote, single seat" so that all eligible voters in Hong Kong may elect from the districts where they live 20 representatives to sit on the. Legislative Council. Such election methods are in line with the "universal and equal" principle enshrined in the Bill of Rights and they also establish, in a clear and straight- forward manner, the accountability of LegCo Members to voters.

The voting age should be lowered from 21, as required at present, to 18.

Functional constituency elections

Under the system of functional constituencies, voters classified according functions are to elect one or more representatives as LegCo Members. This system has resulted in an unfair situation under which some people who are not classified as members of any sector do not have the right to vote.

Furthermore, under such a classification method which emphasizes people's social and economic contributions, the views of workers at the grass-roots level and voters who not directly involved in economic activities, as housewives and students, are not adequately recognized and reflected.
