VISIT TO LONDON BY LEGISLATIVE COUNCILLOR MR FREDERICK FUNG OF THE ASSOCIATION FOR DEMOCRACY AND PEOPLE'S LIVELIHOOD (ADPL), 17-29 MAY

Problem

1. Mr Fung and his two ADPL colleagues have reinstated their

visit to London which was originally planned for last month.

They have asked to call on Mr Goodlad and the Secretary of

State.

Recommendation

2. I recommend that both Mr Goodlad and the Secretary of State

should agree to see Mr Fung. The call on the Secretary of State

need be no longer than half an hour. We understand there is

space in his diary on 18 May.

Background and Argument

3. The ADPL is one of the small, liberal parties; its chief

constituency is among the poorer white collar workers and the

better-off blue collar workers. Mr Fung, its Chairman, is a

directly-elected member of LegCo and supports the Governor's

proposals to extend democracy in Hong Kong. The eventual LegCo

vote on the 1994/95 electoral arrangements could be close and,
