HONG KONG: REGISTRATION OF BRITISH NATIONALS (OVERSEAS) VISIT BY LEGISLATIVE COUNSELLOR FREDERICK FUNG

The Governor is concerned that calls by Frederick Fung and his colleagues on senior Members of Parliament and Lord Wilson this week may have left them with misapprehensions about the proposed phased programme for the registration of British Dependent Territories Citizens as British Nationals (Overseas). (Sir David Steel has already spoken to the Hong Kong media in support of Mr Fung's position.) The Governor has recommended that Mr Goodlad write to the MPs concerned to explain the background and to reassure them that we do not intend to introduce the Order in Council to provide for the programme until after Ministers have heard the views of a LegCo delegation which will visit London in the week of 7 June. I submit a draft (Annex of addresses attached).
