As the Government has affirmed that people at the age of 18 can
participate in the elections, and as the functional constituency
election system has to take into consideration the views of different
people in society, there should be members in the Council representing
the students who are not only the "successors" but are also concerned
with social affairs.

The old and the disabled are the group of people neglected by society. It is unreasonable that their views are still not respected
after the expansion of the FC election. Therefore there should be a
seat for the concerned groups for the old and the disabled in the
1995 FC elections.

The Association considers that the last seat should be given to the
Agriculture and Fisheries sectors, allowing this time-honoured
industry which has given important support to our economic structure
and people's livelihood to have a representative to speak up for it
in the Council, just like the other sectors do.
The Association proposes that in 1995 the sector of the former political figures may, according to the provisions of the Basic Law,
consist of elected members (other than those from the two municipal
councils), deputies to the NPC and members of the CPPCC. The sector
may nominate candidates from whom 100 members of the Election
Committee will be returned on the basis of "one man one vote" by the
3 million non-FC voters in Hong Kong.

10 Members of the Legislative Council
Election Committee in 1995. The Election Committee will be composed
of the following 4 sectors: the industrial, commercial and financial
sector; the professions; the social services, labour and religious
organisations; and former political figures. Each sector will elect
100 members to the 1995 Election Committee and 10 members will be
returned to LegCo.
