3.1. Eligibility of voters
Of the four groupings making up the Election Committee, with the exception of the former political figures, three are classified by sectors similar to the delimitation of the existing functional constituencies.
The ADPL, therefore, proposes that as far as eligibility of voters is
concerned, reference may be made to that of the existing functional
constituencies. As for the grouping of the former political figures, the ADPL proposes that all elected District Board members should nominate one
hundred Election Committee members, who will serve on the Election Committee and participate in the selection of the Chief Executive and ten Legislative Councillors, with the mandate from all Hong Kong people who fall outside the aforesaid three groupings. (For details, please refer to

(4) Establishment of the Basic Law Preparatory Committee
The ADPL would like to stress that the above proposals are made on
the basis of respect for the three existing constitutional documents, namely, the Sino-British Joint Declaration, the Basic Law and the Bill of Rights. Of these, it is the Basic Law which specifically laid down the direction for future political development, and the
pace of democratisation stipulated is somewhat conservative. For this reason, the ADPL has all along been advocating the formation, as soon as possible, of the Basic Law Preparatory Committee with Hong Kong people constituting at least half of its membership. The main task of the committee will be to gather views of Hong Kong people on
outdated provisions in the Basic Law,
