Election of Legislative Councillors :

Voters of the functional constituencies and geographical constituencies elect on the same day 400 members to sit on the Election Committee.

Each voter in the functional constituencies, geographical constituencies and Election Committee cast his vote, on another day, in one constituency only to elect a Legislative Councillor.

Election of Chief Executive

Same as step 1 above.

The Election Committee elects the Chief Executive in accordance with the law.

Specific proposals on the 1995 Elections put forward by ADPL

ADPL puts forward specific proposals on the 1995 Legislative Council Elections. These proposals, made on the basis of respect for the three constitutional documents, namely, the Sino-British Joint Declaration, the Basic Law and the Bill of Rights, are progressing towards the realization of a political system which the Association has all along been fighting for, i.e,

i.e, a fair, reasonable and open system with fully grographically based direct elections.

Geographical constituency direct elections

From the experience of the 1991 elections, and in view of the increase in the number of directly-elected seats in 1995, the Association supports that the 20 directly-elected seats from geographically-based constituencies in 1995 should be returned by means of "single vote, single seat" so that all eligible voters in Hong Kong may elect from the districts where they live 20 representatives to sit on the Legislative Council. Such election methods are in line with the "universal and equal" principle enshrined in the Bill of Rights and they also establish, in a clear and straight-forward manner, the accountability of LegCo Members to voters.
