Being able to implement the formula of producing the 1995 Legco and meet the requirements of the Basic Law concerning the method of producing the SAR government, the Association's proposals will ensure a continuity that can straddle 1997 and bring about a more democratic political system.
(6) A clear and concrete development of democratic political system will gain the acceptance of the Hongkong people : the Association's proposals to implement the democratisation of political system can give a clear objective το the Hongkong people, whether in terms of the board direction of development or concrete details, so that through widespread discussions, the voice of the Hongkong people
people regarding the development of political system can be heard.
(7) To implement the pledge of showing respect to the views of the Hongkong people : The squabble between Britain and China on the question of political system has obviously resulted in an "impasse" for the time being. Over the past two months, it has dealt a serious blow to Hongkong's economy and the confidence of the Hongkong people about their future.
The Association believes that Hongkong people should play an active part in this matter and make their voice heard. If Britain and China are indeed sincere in their promises of going by the wish of the Hongkong people and protecting their interests, they should listen to the views of the Hongkong people. In this way, the provision of "Hongkong people ruling Hongkong" as enshrined in the "Sino-British Joint Declaration" can be more fully
implemented.
To keep the promise of Hongkong people ruling Hongkong and to show respect to the wish of the Hongkong people
The Association hopes that China and Britain will resolve their dispute over the 1995 electoral arrangements in a rational, open and objective manner. The Association will also submit its constitutional proposals to China and Britain for consideration.
We hope that when we meet the Governor in the morning of January 8, we can discuss with him in detail our proposals and to listen to his view on them. In the meantime, we will make arrangements to meet the Chinese officials concerned to brief them on our constitutional proposals.
The Association will mobilise the community to support the constitutional proposals we put forward. We will set up a preparatory committee to plan a series of regional activities. The earliest one which is entitled "New Hope in New Year" will be held at the Star Ferry Pier at Tsim Sha Tsui on January 1 to introduce to the citizens the Association's constitutional proposals and to urge them to give vent to their views.
