We believe, the proposal we put forward is no merely for quickening the pace of democratization in Hong Kong so as to satisfy the aspiration of the people of Hong Kong in this regard, but in

but in keeping with the Joint Declaration, Basic Law and the Bill of Right Ordinance.

Details of our constitutional proposal for 1995 and beyond:

To lower the voting to 18;

To abolish all appointed and ex-officio seats (in including those in the Municipal councils and District Boards;

To adopt the "single vote, single seat "system for the geographical constituencies for LegCo elections;

To conduct LegCo elections in the

in the manner of "one- person-one-vote"

a. i.e. 30 LegCo members to be elected by about 1 million voters of the functional constituencies;

20 LegCo numbers to be elected by the remaining 3 million voters in geographically based elections (For details, please see Appendix table 1)

Concerning the Election Committee, our Association proposes that
